Employment services are part of every municipality’s basic services. Through employment services, both individual and business clients receive guidance and support in job seeking, recruitment, and skills development. The provision of employment services is governed by the Act on the Organization of Labour Market Services.
The employment services for the municipalities of Hyrynsalmi, Paltamo, and Ristijärvi are provided by the municipality of Paltamo. Employment counselors support residents’ well-being in different life situations. They assist with all matters related to employment, helping to match jobs with suitable workers.

Kainuu-Koillismaan Employment region
Employment services are part of a municipality’s basic services, but according to the law: ‘A municipality may organize labour market services under its responsibility itself if the municipality’s workforce totals at least 20,000 people. If the workforce is below 20,000, the municipality must form a cooperation area to provide these services.’ In Kainuu and Koillismaa, this cooperation area is the Kainuu–Koillismaa Employment Area.
We organize labour market services together with the municipalities of Kajaani, Kuhmo, Paltamo, Puolanka, Ristijärvi, Sotkamo, Suomussalmi, as well as Kuusamo and Taivalkoski, forming the Kainuu–Koillismaa Employment Area. Kajaani acts as the responsible municipality for the employment area. The municipality of Paltamo provides individual client and job placement services for clients in Paltamo, Hyrynsalmi, and Ristijärvi. Services for foreign-language clients from these municipalities are provided by Suomussalmi. Employer services are centrally managed by Kajaani as the responsible municipality.
